New procurement partnership announced for the NHS

Two leading procurement specialists – Pagabo and HealthTrust Europe (HTE) – have announced a new strategic partnership that brings together their complementary strengths to create a single, streamlined procurement and delivery route for NHS organisations.

HealthTrust Europe is a long-established procurement partner to NHS trusts, known for its strategic sourcing frameworks, managed procurement services, category leadership and NHS-grade commercial governance. Pagabo brings specialist expertise in construction, consultancy and capital delivery, supported by its longstanding position as the UK’s leading digital framework operator and a wide range of specialist construction frameworks.

Together, the partnership creates one connected pathway across operational procurement and capital project delivery, enabling NHS organisations to move from requirement to delivery faster, more confidently and with greater assurance.

Jason Stapley (pictured above), chief procurement officer at Pagabo, said: 'We’re incredibly proud of our track record in successful healthcare construction procurement, especially being one of just a handful of NHS Accredited Framework Hosts – alongside HTE. Our mission has always been to make procurement more efficient and effective – and use it as a force for good, delivering positive impact for people and communities.

'When it comes to the NHS and healthcare, a core aim is always to help teams drive outcomes quickly, while reducing the administrative burden and providing the specialist support that bolsters teams that may have limited internal capacity. That’s what this partnership with HTE is built on – designed to strengthen the NHS through more effective operational procurement and capital delivery, which in turn allows NHS organisations to focus on their primary goal of providing world-class care.

'For procurement and commercial teams, this means compliance and support in navigating the legislation from last year’s procurement reform by accessing expertise and a wider range of fit-for-purpose solutions. Estates teams benefit from a more direct route to pre-approved construction, consultancy and specialist suppliers across Pagabo’s managed framework portfolio for everything from capital projects through to maintenance, decarbonisation and infrastructure solutions.

'Wrapping it all together is transparency on suppliers, access, processes, compliance, organisational spend, commercial value – and that all-important delivery of social impact.'

The combined supplier ecosystem spans both national specialists and regional SMEs, giving NHS organisations greater choice, competition and innovation. It also expands opportunities to deliver meaningful social value, including local supply chain investment, job creation, skills development and community impact.

Gary Welch, chief executive officer at HealthTrust Europe, said: 'This partnership brings together two complementary strengths to create something genuinely powerful for the NHS. By combining HealthTrust Europe’s NHS-grade procurement expertise, category leadership and commercial governance with Pagabo’s capital delivery expertise and digital innovation, we are creating a single, connected route that enables NHS organisations to buy with confidence and deliver with impact. Together we are removing fragmentation, strengthening assurance and accelerating value – helping NHS teams focus on their core mission of improving patient care.'
