Pagabo unveils £4.15bn framework for infrastructure and healthcare

Pagabo has launched procurement for a new £4.15bn national framework that is set to play a key role in delivering infrastructure across the UK’s public sector, including major healthcare schemes.

The national framework for civil engineering, infrastructure and enabling works 2026 is now open to contractors via an open procedure, with a tender submission deadline of 12 June at 12pm. Scheduled to go live in September 2026, the framework will run for four years and is aligned with the Procurement Act 2023 and Procurement Regulations 2024.

The framework combines the scope of two of Pagabo’s existing offerings – the national framework for civils and infrastructure and the national framework for demolition and land preparation – bringing together civil engineering, infrastructure and enabling works under a single procurement route.

For the healthcare sector, the new structure is intended to simplify access to contractors for projects ranging from site preparation and demolition through to the delivery of critical infrastructure supporting hospitals, community care facilities and wider NHS estates. It is expected to support schemes linked to estate modernisation, service reconfiguration and improved connectivity to healthcare sites.

The launch forms part of a wider programme of frameworks being developed through a 10-year strategic delivery partnership between Pagabo and YPO. Under this arrangement, YPO will act as the centralised procurement authority, with Pagabo responsible for framework design, delivery and ongoing management.

The framework is open to use by a range of public sector organisations, including the NHS and other health service providers, alongside local authorities, emergency services, housing providers and education bodies. Pagabo said the aim is to connect these organisations with contractors capable of delivering projects collaboratively, while ensuring value for money and high-quality outcomes.

David Llewellyn, construction and infrastructure director at Pagabo, said the decision to merge the frameworks would benefit clients across sectors, including healthcare.

‘Significant consideration has gone into the decision behind merging two of the existing frameworks that we manage. In doing so, we are able to streamline the procurement of important works covering civil engineering, infrastructure and enabling works, while ensuring the compliance, transparency and impactful delivery that our clients expect from us,’ he said.

Highlighting the potential for healthcare delivery, he added: ‘This open procedure is set to be a competitive opportunity for contractors across the UK, with the new procurement regulations and our own commitment to SME inclusion meaning that the very best quality businesses are able to deliver the public sector’s infrastructure ambitions. From new roads and rail routes, through to brownfield regeneration and energy supply transformation, this latest framework is going to be a vital procurement offering in helping the UK create new infrastructure that will improve connectivity and economic prosperity.’

The framework comprises 13 main lots, supported by geographical sub-lots covering England, Wales, Scotland and Northern Ireland. Lots 2 to 9 and 11 to 13 will be divided into value bands ranging from £0 to more than £5m, enabling healthcare clients to procure works at different scales – from smaller enabling packages on existing hospital sites to larger infrastructure upgrades.

The civils and infrastructure lots cover areas such as highways, rail, water and environmental works, energy and defence, while the enabling works element includes demolition, remediation and groundworks. Lots 1 and 10 are designed for suppliers able to deliver across all project types within their respective categories, which could be particularly relevant for complex, multi-phase healthcare developments.

Pagabo said the framework will operate through its digital-first delivery model, with the Pagabo+ system providing a single platform for managing opportunities, call-offs, performance monitoring and compliance. Contractors will also be able to use the group’s Loop and Sypro platforms to support social value outcomes and contract management across the lifecycle of projects.
