Premier Modular appointed to major public sector framework

East Yorkshire-based offsite specialist Premier Modular has secured a place on seven lots of the new Modular Buildings framework (953) operated by public sector buying organisation ESPO.

Under the framework, suppliers will design, manufacture, deliver, install and maintain modular buildings for public sector clients, supporting the delivery of both temporary and permanent infrastructure projects nationwide.

Celebrating its 70th anniversary this year, Premier Modular has been appointed across seven of the framework’s ten lots, covering the hire and purchase of modular healthcare and education buildings, alongside the purchase of modular catering, accommodation and miscellaneous facilities.

The framework is expected to run through to 2028 and will support the delivery and installation of a wide range of modular units, from accommodation blocks to site offices, as well as bespoke design schemes tailored to client requirements.

Premier Modular said the appointment reflects growing demand for offsite construction solutions across the public sector. Over the past year, the business has delivered a new Community Diagnostic Centre at a war memorial hospital in Cheshire, supplied a large temporary school facility for Greenshaw High School, and secured a multi-million-pound contract to provide security buildings across three major UK airports.

Earlier this year, the company was also appointed to the £1bn NHS Commercial Solutions Framework, aimed at supporting the rapid and sustainable delivery of modular buildings across healthcare, housing and education.

David Harris, managing director of Premier Modular, said: ‘Being awarded a place on seven out of ten lots of the new ESPO framework reflects our commitment to delivering high-quality, flexible spaces across the public sector. As demand continues to increase, this opportunity allows us to support communities with more speed, more certainty and more sustainable outcomes exactly where they’re needed and matter most.’

He added: ‘By shifting more of the construction process offsite, we’re reducing disruption, improving quality control and accelerating delivery times, while helping reshape the built environment into something smarter, greener and more resilient for the future.’
